Would someone please explain why the clock can run out to 0 and nothing happens? I have played many hands where my opponent will allow the clock to run out and doesn't move.

There are 2 issues here:
(1) The times that you see displayed are your local time-related - this is for your reference only. The real time spent is determined by the server. At times when connection from your location to GameColony servers is slow, there is a visible difference in local time spent & server time spent.
(2) For the first 3 times after time-per-move expires, the player who let his/her time-per-move expire keeps receiving warnings. During these 3 times this player, however, gets some additional time. After the 3rd time-per-move expiration, no additional time is given. Occasionally, however, it may take up to additional 15 seconds on the part of the server to act regarding time-per-move expiration.
Clock runs out

I think when a person allows the clock to run out it should be over. Some of these players let it run out on purpose because they have been beaten. Also, some let their time run out and then reconnect. We have waited 5 minutes and then 5 minutes more for the reconnect. Doesn't seem fair to have to be stuck that long.

* The total time spent on reconnections per game is approximately 10 min. (This time limit does not account for time-per-move)
* 5 min per move is probably way too much. You can select a smaller time-per-move limit
* If you suspect that your opponent is deliberately stalling the game, report this player via Contact Us

According to the statutes of most states in the United States, gambling is defined as: "risking something of value upon the outcome of a contest of chance". (Also see No Gambling!). The skill (as opposed to chance) is predominant in games of skill. Playing games of skill for $prizes, therefore, has nothing to do with gambling as it is not a contest of chance -- the more skillful player will win far more often. The chance element of a 'gamble' is either insignificant or missing. When players compete in tournaments or games of skill for $prizes -- it is "competitive entertainment" rather then "gambling". The more skilled winner will always win more matches, tournaments and $prizes.
