Not Playing Fair

I have noticed that generally most of the people in the top 20 are fair for the most part in playing other top 20, ladder climbing etc. However, it seems that a few ppl in particular refuse to play the person who is ranked right under them.
Challenging is always a nice thing to TRY to do, but the last couple days of the month, the challenges go 'unnoticed'. You see that particular person in the lobby playing several games throughout the day, yet when you invite them, they won't play. Maybe I am the only one, but I do NOT think that is fair. Instead of giving other people a chance to climb the ladder, they hold a spot and only play people who are 2 ranks or lower below them.
Is anyone else noticing this problem?
I may not be the most talkative person when I play, but I do play everyone.

According to the statutes of most states in the United States, gambling is defined as: "risking something of value upon the outcome of a contest of chance". (Also see No Gambling!). The skill (as opposed to chance) is predominant in games of skill. Playing games of skill for $prizes, therefore, has nothing to do with gambling as it is not a contest of chance -- the more skillful player will win far more often. The chance element of a 'gamble' is either insignificant or missing. When players compete in tournaments or games of skill for $prizes -- it is "competitive entertainment" rather then "gambling". The more skilled winner will always win more matches, tournaments and $prizes.
