From New TD Guidelines for 'outing' players from Tourneys

Although TDs have some leeway in conducting tourneys, we believe that both TDs and players will benefit from more consistency regarding when to 'out' players from the tournament.
Below are the 'tourney outing' guidelines:
(1) If all players who signed up are present in the tournament room, the tournament will start on the hour provided there are 4+ players
(2) If there is someone NOT in the tournament room, they will be 'out'ed and the tourney will start at 2 min. after the hour if there are 4+ players
(3) If there are fewer than 4 players, then the TD will wait for up to 5 minutes before taking a vote on WTA or outting those not present and removing the tourney

Item 2 needs explaining.....what time is the person outed and why wait 2 mins after that?

If there is a player signed up but not in the tourney room, the TD will out them at 2 min after the scheduled tourney time. At this same time (2 minutes after the hour) the TD will start the tournament. If all players are present, the tournament will start on the hour.

Good idea...bad idea. I don't see how it is fair to out a player who is not in the room at gametime and then allow a player to sign up after the start time. This seems not very logical. If you are outting players and there are still 4 or more then the tourney should be closed. If there are 3 or less then everyone should have the extra time to sign up or enter the room. That would make it fair for everyone. I do understand the attempt to start on time and I do know I have ranted about that forever but fair is fair!!

Before outing the players who signed up but are not present in the room at start time, the TDs are encouraged to 'lock' the tournament so that no further signups for this tournament will be possible.

According to the statutes of most states in the United States, gambling is defined as: "risking something of value upon the outcome of a contest of chance". (Also see No Gambling!). The skill (as opposed to chance) is predominant in games of skill. Playing games of skill for $prizes, therefore, has nothing to do with gambling as it is not a contest of chance -- the more skillful player will win far more often. The chance element of a 'gamble' is either insignificant or missing. When players compete in tournaments or games of skill for $prizes -- it is "competitive entertainment" rather then "gambling". The more skilled winner will always win more matches, tournaments and $prizes.
