Absolutely NOT, there is no such 2-min guarantee! The meanings of "connection" and "disconnection" can be confusing and there's no 2-min guarantee of waiting: If the game server does not receive a timely (i.e. within time-per-move) game-related communication from player A, then if player B is significantly ahead, Player B will be allowed to claim a win after one time-per-move expiration.
